Education is measured in 5 levels

Basic Education to 16 (Usually study 10 subjects)
College Education (Usually study 1-3 subjects) (usually to 18 for University Entrance or to 17 for Vocational Qualifications)

Job Requirements will often specify required skills as a certain level in a department, and preferred skills as a specific subject.

To be a teacher in a school you need a bachelor degree in a subject of your primary department, and a teaching certificate. You can also teach anything to basic level that you have college level education in.

To teach a bachelor level subject in a university you need at least a bachelors degree in that department and be working towards or have a masters degree.

To teach a masters degree you need to have a PhD in that department. PhDs are not taught but supervised by other PhDs in that department.

Lecturers at Universities are paid as junior lecturers while they are studying for their qualification.
